A bill to amend the National Environmental Policy Act of 1969 in order to specify those actions of the Environmental Protection Agency for which environmental impact statements are required.

Requires the Administrator of the Environmental Protection Agency to make a detailed statement on major Federal actions taken by him affecting the quality of the human environment.

Exempts specified legal actions and proceedings from this requirement.
