A bill to make it clear that the bonus value of food stamps is to be included in the "hold-harmless" amount guaranteed to recipients of supplemental security income benefits under the Social Security Amendments of 1972, so as to assure that recipients in cash-out States do not suffer reductions in the benefits they actually receive.

Provides that the bonus value of food stamps is to be included in the "hold harmless" amount guaranteed to recipients of supplemental security income benefits under the Social Security Amendments of 1972.

Authorizes the Secretary of Health, Education, and Welfare to prescribe regulations for the adjustment of an individual's monthly supplemental security income payment in accordance with any increase to which such individual may be entitled under this Act provided, that such adjustment in monthly payment, together with the remittance of any prior unpaid increments to which such individual may be entitled under this Act, shall be made no later than the first day of the first month beginning more than sixty days after the date of the enactment of this Act.
