A bill to establish an arbitration board to settle disputes between supervisory organizations and the U.S. Postal Service.

Provides for the establishment of an arbitration board to settle disputes between supervisory organizations and the United States Postal Service. Provides that the board shall consist of 3 members selected as follows: (1) one selected by the Postal Service, (2) one selected by the supervisory organization, and (3) one selected by the two members selected above in (1) and (2).
