States that is shall be unlawful for any railroad company or transportation company operating a railroad to use on its lines any new passenger car not equipped with shatterproof safety glass, and to use such safety glass in all replacements on used passenger cars.
Provides for a fine of not less than $ 100 a day for any violation of this provision. Directs the Secretary of Transportation to promulgate such rules and regulations as are necessary to carry out the intent of this Act.
