Foreign Drug Abuse Information Act - Directs the Attorney General, after consultation with the Secretary of State, to prepare a pamphlet which shall include: (1) a summary of the drug abuse laws of each major foreign country; and (2) an explanation of the assistance or lack of assistance that the United States Government can provide to a United States citizen arrested for a violation of the drug abuse laws of a foreign country.
States that every water carrier, air carrier, and foreign air carrier shall distribute a copy of the pamphlet to each passenger boarding a plane or vessel operated by such carrier for transportation from a point within the United States or its territories or possessions to a point within a foreign country. Imposes civil penalties on carriers who violate the provisions of this Act.
