Authorizes appropriations to enumerated State Department agencies under the Department of State Appropriations Authorization Act of 1973.
Authorizes to be appropriated, out of any money in the Treasury not otherwise appropriated, an annual sum of $500,000 as a contribution on the part of the United States toward the expenses incurred by the International Committee of the Red Cross (previously $50,000).
Makes conforming amendments to level IV and level V of the Executive Schedule pay rates by including the Assistant Secretary for Oceans and International Environmental and Scientific Affairs under level IV and removing the Director of International Scientific Affairs from level V.
