Foreign Disaster Assistance Act - Revises the Foreign Assistance Act of 1961 by authorizing appropriations to provide disaster relief, rehabilitation, and reconstruction assistance to Pakistan, Nicaragua, and the drought-stricken nations of Africa, and Ethiopia (limiting such assistance to not more than $10,000,000 for Ethiopia).
Requires the Secretary of State to keep the appropriate committees of Congress informed of the status of negotiations regarding any debt owed the United States by any foreign governments.
