A bill to amend titles II and XVIII of the Social Security Act and chapters 2 and 21 of the Internal Revenue Code of 1954 to provide that the costs of the social security and medicare programs shall be borne equally by employees, employers, and the Federal Government (with appropriate reductions in the taxes on employees, employers, and the self-employed to reflect the Federal Government's participation in such costs).
