A bill to amend the Alaska Native Claims Settlement Act (85 Stat. 688).

Directs the Secretary of the Interior to establish a thirteenth region under the provisions of the Alaska Native Claims Settlement Act for the benefit of Natives who are non-residents of Alaska.

Provides for the enrollment of such Natives under such Act.

Authorizes such Natives to establish a Regional Corporation pursuant to the provisions of such Act.
