Sets forth the findings of Congress that the possession of a firearm by felons, fugitives from justice, veterans who are discharged under dishonorable conditions, mental defectives, persons who have been committed to a mental institution, unlawful users of or persons addicted to marihuana, depressant or stimulant substances, or narcotic drugs, and aliens who are illegally in the country, constitutes: (1) a burden on commerce and a threat affecting the free flow of commerce; and (2) a threat to the effective enforcement of the Federal criminal laws, including those laws designed to protect the safety of the President and Vice President of the United States.
States what constitutes unlawful acts with regard to the possession of a firearm by the above-mentioned individuals and provides for a fine of not more than $10,000 or imprisonment not more than two years or both.
