Defines the term "veteran", for purposes of determining eligibility for benefits under the Veterans Administration, to mean a person who served in the active military, naval, or air service, and who was discharged or released therefrom other than by a discharge imposed by a court-martial.
Directs the Administrator of Veterans' Affairs to provide to any claimant for any benefit under law administered by the Veterans' Administrator a list likely need to support his claim.
Provides that the Administrator shall recognize any individual admitted to practice law before the highest court in any State or the District of Columbia to act as an agent or attorney in the preparation, presentation, or prosecution of any claim under laws administered by the Veterans' Administration.
Describes the procedure for review of a case by the Board of Veterans' Appeals and for appeals from the decision of such Board.
