Provides that all letters, memoranda, papers, and similar property produced or acquired by any officer or employee of the United States, or any branch, department, or agency thereof, in connection with the performance of his duties, and not transferred under authority of law, shall be the property of the United States. Prohibits the sale or use for personal gain of such property.
States that the provisions of this Act shall apply with respect to letters, memoranda, papers, and similar property produced or acquired after the date of the enactment of this Act.
