Provides that specified payments shall not be made to States under the Social Security Act unless the law of such State effectively prohibits any public utility company from terminating the supply of electricity, gas, or other power to any private residence, because of the nonpayment of charges or for any other reason, unless the agency responsible for the administration of the State's plan has been notified by such company of its intention to terminate the supply and has been given at least 30 days in which to investigate the matter and take action to protect the occupants of such residence from any suffering or hardship which might result from termination.
