A bill to authorize and encourage certain highway projects to increase availability of energy efficient means of transportation, to amend title 23 of the United States Code, and for other purposes.
Highway Transportation Fuel Conservation Act - States that, in order to increase the availability of public mass transportation facilities to meet the anitcipated demand for their use and to reduce fuel consumption, the Secretary of Transportation may approve as a project on the Federal-aid urban system the construction, reconstruction, and improvement of fixed rail facilities, including the purchase of rolling stock, as well as the purchase of buses.
Provides that upon the joint request of a State Governor and the local governments concerned, the Secretary may withdraw his approval of any route or portion thereof on the Interstate system provided specified conditions are met. Stipulates that an amount equal to the Federal share of the cost which would have been paid for such route or portion thereof shall be transferred and added to the amounts apportioned to such State for use in developing public mass transportation facilities.
