Revises the Social Security Act to increase to $4,000 the amount of outside income which (subject to further increases under the automatic adjustment provisions) is permitted each year without any deductions from benefits thereunder, but with a requirement that income of all types and from all sources be included in determining the amount of an individual's income for this purpose.
