A bill to amend the Elementary and Secondary Education Act of 1965 to prohibit nonessential educational transportation in recognition of the current energy crisis.

Prohibits local educational agencies from implementing a plan of desegregation for a school year which would involve an increase in the gasoline consumed by such agency during the preceding school year.
