A bill to amend section 1979 of the Revised Statutes (42 U.S.C. 1983) to permit suits against bodies politic and the District of Columbia with respect to certain violations of civil rights.

Provides that every person or body politic who subjects any person under the jurisdiction of the United States to the deprivation of any Constitutional right, privilege, or immunity, shall be liable to the party injured.
