Directs the Administrator of General Services to develop design criteria for new buildings providing the best practicable use and conservation of energy. Requires such criteria, upon development, to be incorporated into plans or specifications for new buildings to be under his custody or control.
Directs the Administrator to inventory and examine existing buildings under his custody or control to determine what improvements can be made to insure that these buildings will utilize the best practicable technology for the conservation and use of energy.
Directs the Administrator to report to the Congress the results of such studies no later than January 1, 1975.
Makes appropriations, totaling $6,000,000, to carry out this Act.
