A bill to amend the Export Administration Act of 1969, to prohibit the export of oil from the United States until the President determines that oil is no longer in short supply.

Prohibits, under the Export Administration Act of 1968, the export of oil from the United States until the President determines that oil is no longer in short supply. States that such prohibition shall not apply to oil exports to Canada and Mexico.
