States that during the one hundred and eighty-day period, beginning on the tenth day after the enactment of this Act, no person may export from the United States any crude oil extracted from any of the fifty States, any unfinished oils or finished products which are manufactured, in whole or in part, from any crude oil extracted from any of the fifty States, or any equipment used in extracting crude oil.
Establishes a $1,000,000 fine for violations of this Act.
