States that it shall not be unlawful for a person to intercept a telephone conversation by means of a recording device where such person is a party to the conversation, has given adequate notice to all parties to the conversation that the conversation is being recorded, and uses and automatic tone warning device which automatically produces an audible distant signal that is repeated at regular intervals during the course of the telephone conversation when the recording device is in use. Directs the Federal Communications Commission to prescribe by regulation the characteristics of an automatic tone warning device that may be used in connection with the authorized interception of telephone conversations.
