A bill to amend the Duck Stamp Act with respect to the treatment of moneys received from the sale of migratory bird hunting stamps.

States that all moneys received from the sale of stamps, under the Duck Stamp Act, shall be available until expended, and no action of any kind may be taken to withhold, delay, or otherwise preclude the obligation or expenditure of such moneys except to the extent specifically authorized or required by law on the basis of circumstances or considerations having particular application to such moneys.
