Transfers to the Government of Guam title to all Federal property on Guam not specifically reserved by the President within one year after the enactment of this Act.
Authorizes repossession by the President when national security requires.
Removes the authority of the President to invoke Federal jurisdiction over crimes committed on federally- owned or controlled properties on Guam.
Provides that no person shall be denied access to, or any of the benefits accruing from, the lands conveyed by this Act or the amendment made by this Act, on the basis of race, religion, creed, color, sex, national origin or ancestry.
