Requires the Secretary of State to upon request, grant to the personal representative of a citizen of the United States who dies outside the United States a loan to transport by commercial aircraft (or by train from Mexico or Canada) the citizen's remains to the location in the United States that such representative shall indicate in such request. Provides that such representative shall repay such loan to the Secretary of State, without interest, within one year after he receives such loan; except that the Secretary may adjust the repayment period or cancel all of such repayment (before any such repayment is scheduled) if he determines that such representative would be placed in direct personal financial difficulties because of such repayment.
