Provides that no appropriation shall be made to construct or acquire any building to be used as a public building and no appropriation shall be made to alter any public building involving an expenditure in excess of $10,000 unless the Administrator of General Services transmits to the Congress an energy use statement with respect to any such proposed construction, acquisition, or alteration.
Directs the Committee on Public Works of the Senate and of the House of Representatives, respectively, to not approve any project for construction of any public building under this Act unless such project provides for the use of solar energy to meet the heating and cooling requirements of such building, to any extent to which the use of solar energy is economical and efficient.
