Requires the Attorney General to: (1) acquire, collect, classify, and preserve identification, criminal identification, crime, and other records; and (2) exchange these records with, and for the official use of, the Federal Government, the States, cities, and penal and other institutions for law enforcement purposes.
Provides that any such exchange under this Act shall be made only for the official use of any such official; and that the exchange of any identification or other record indicating that any person has been arrested on any criminal charge or charged with any criminal offense is hereby forbidden unless such record discloses that such person pleaded guilty or nolo contendere to or was convicted of such charge or offense in a court of justice.
