Provides, under the Economic Stabilization Act, that any order or regulation which stabilizes the price of fertilizer shall apply to export sales of fertilizer, except that in applying any price ceiling to the price of a fertilizer export, there shall be excluded the additional cost of transportation and handling caused by the fact that the fertilizer is being exported.
Authorizes the President or his delegate to exempt from such provisions any export sale which is determined to be necessary to meet fertilizer needs of the United States.
