A bill to repeal the Campaign Communications Reform Act, to amend the Federal Election Campaign Act of 1971, and for other purposes.
Federal Election Campaign Amendments - Repeals the Campaign Communication Reform Act.
States that the reports by political committees and Candidates required to be filed under the Federal Election Campaign Act, shall be filed on the tenth day of March, June, and September of each year, on the tenth day preceding an election, and on the last day of January following an election.
States that every person (other than a political committee or candidate) who makes contributions or expenditures, other than by contribution to a political committee or candidate, in an aggregate amount in excess of $100 within a calendar year shall file with the Comptroller General a statement containing information with respect to such contribution.
Sets forth requirements with respect to campaign advertising.
Requires each candidate to designate one political committee as his central campaign committee. States that a candidate for nomination for election, or for election, to the office of President, may also designate one political committee in each State in which he is a candidate as his State campaign committee for that State. Provides that the designation shall be made in writing, and a copy of the designation, together with such information as the Comptroller General may require, shall be furnished to the Comptroller General upon the designation of any such committee.
States that any political committee authorized by a candidate to accept contributions or make expenditures in connection with his campaign for nomination or for election, which is not a central campaign committee or a State campaign committee, shall furnish each report required of it to the candidates control campaign committee.
Prescribes the rules governing campaign depositories in National or State banks. Enumerates the powers of the Comptroller General under this Act. Makes technical and conforming amendments to specified Acts with regard to the Comptroller General.
Provides that a violation of the provisions of this Act is a misdemeanor punishable by a fine of up to $5,000 and imprisonment for one year, or both.
Authorizes appropriations of $5,000,000 for fiscal year 1974 and each fiscal year thereafter for carrying out the purposes of this Act. States the effect provisions of this Act shall have on State Law.
Sets forth definitions of terms used in this Act, including "expenditure." States that no candidate may make expenditures from his personal funds in connection with his campaigns for election in excess of: (1) $15,000 for the office of President or Vice President; (2) $15,000 for the office of Senator; or (3) $10,000 for the office of Representative.
Limits campaign expenditures generally to 10 cents multiplied by the voting age population of the geographical area in which the election for nomination is held. Prescribes the circumstances under which an expenditure shall be considered to have been made on behalf of a candidate.
Sets limitations on contributions by individuals and on expenditures by specified other persons. Describes the form required of contributions in excess of fifty dollars. Imposes penalties for embezzlement or conversion of political contributions.
Voter Registration Act - Sets forth definitions of terms used in this Act. Establishes the Voter Registration Commission and specifies the membership composition of such commission. Details the functions of the Commission, including to: (1) make grants to States and political subdivisions to carry out programs of voter registration, voter registration-by-mail, and election administration; (2) collect, analyze, and arrange for the publication and sale of information concerning voter registration and elections in the United States; (3) prepare and submit annually to the President and the Congress a report on the activities of the Commission; and (4) establish and administer a voter registration program for all Federal elections.
Details the format of registration forms to be prepared by the Commission and provides for the distribution of such forms. Describes procedures to be followed for the prevention of fraudulent registration.
Establishes an Advisory Council on Voter Registration and Election Administration, setting forth the terms of office of its members. Directs the Council to advise the Commission on policy matters arising under this Act. Authorizes the Commission to make grants to State or political subdivisions to: (1) defray costs of existing voter registration and election activities; (2) improve voter registration and election administration procedures; (3) modernize voter registration; (4) provide voter education; and (5) provide technical assistance and fraud prevention.
Sets forth the procedure for applications for such grants. Authorizes to be appropriated such sums as may be necessary to carry out these provisions.
Federal Election Campaign Fund Act - Sets forth definitions of terms used in this Act and conditions for eligibility for payments under these provisions. Provides that any candidate, upon receiving the nomination of any political party for Federal office, may apply to the Comptroller General for funds under the provisions of this Act. Establishes on the books of the Treasury of the United States a special fund to be known as the Federal Election campaign Fund through which the Secretary of the Treasury shall pay candidates the amount to which they are entitled, as certified by the Comptroller General.
Establishes a Federal Matching Payment Entitlement Fund. States that any candidate eligible for payments from the Federal Election Campaign Fund shall be entitled to payments from the Matching Fund. Sets forth regulations governing the operation of such fund.
Prescribes criminal penalties for violations of these provisions.
Establishes a Regulation Review Board to review any rule or regulation prescribed by any officer of the Federal Government under authority of this Act. Prescribes the membership composition of such Board.
