A bill to amend title 13, United States Code, to prohibit delaying or postponing the preparation, the taking or the publishing of any of the statistical compilations or periodic censuses required by said title, and for other purposes.

Prohibits the delaying or postponing of the preparation, the taking or the publishing of any of the statistical compilations or periodic censuses. Imposes a fine not to exceed $5,000 and/or a term of imprisonment not to exceed five years for violations of this Act.

Declares that the provisions of this Act are not applicable to officers or employees of the executive branch in the exercise of their constitutional right to urge legislation upon the Congress, and to testify in support of introduced legislation, which would have the effect of delaying, postponing, or abolishing a statutorily required statistical compilation or periodic census.
