A bill to provide Federal assistance to State and local governments for the purpose of developing and improving communication procedures and facilities with respect to the prompt and efficient dispatch of police, fire, rescue, and other emergency services.

Provides financial assistance, under the Omnibus Crime Control and Safe Streets Act, to units of general local government and combinations of such units to permit them to develop and improve emergency communciation procedures and facilities in such a manner as to be able to dispatch, at the request of any person employing the telephone number "911", police, fire, medical, rescue, and other emergency services.

Authorizes appropriations of $5,000,000 for fiscal year 1974, and $7,500,000 for fiscal year 1975 for funding grants pursuant to the provisions of this Act.
