Establishes, within the Department of Health, Education, and Welfare, a National Office for Migrant and Seasonal Farmworkers for the purpose of meeting more effectively the needs of migrant and seasonal farmworkers in the United States. Directs the Secretary to appoint a special task force on migrant and seasonal farmworkers to conduct a continuing study and investigation of the needs and problems of migrant and seasonal farmworkers in the United States.
Transfers all functions, powers, and duties under Federal laws and programs within the jurisdiction of the Department of Health, Education, and Welfare which relate to migrant and seasonal farmworkers to the Office.
Authorizes to be appropriated such sums as may be necessary to carry out the provisions of this Act.
