Directs the Senate and the House of Representatives of the United States to appoint, by majority vote in each body, an individual of the highest character and integrity from outside the executive branch who does not hold any public elective office to serve as Special Prosecutor for the Government of the United States to investigate and prosecute any offenses against the United States in connection with, or the disclosure of which arose out of, the Watergate affair. Declares that no Special Prosecutor for any such offenses shall be appointed in any manner other than that provided under this Act.
Makes the Special Prosecutor independent from any department or agency of the United States.
