A bill to provide financial assistance to enable State and local governments to assume responsibilities for community services, and for other purposes.
Community Services Act - Establishes in the executive branch of the Government an agency to be known as the Human Resources Service. Provides that such service shall administer financial assistance to enable State and local governments to assume responsibilities for community services.
Authorizes the Director of the Service to assist research and pilot programs under this Act.
Establishes a council within the Service to be known as the National Advisory Council on Community Service Programs to assist and advise the Director under this Act.
