A bill to authorize and direct the Secretary of Commerce to study applications of solar energy, to establish a system of grants for solar energy research, and to establish the Solar Energy Data Bank.

Authorizes and directs the Secretary of Commerce to study applications of solar energy.

Establishes a system of grants for solar energy research. Establishes the Solar Energy Data Bank which shall: (1) compile a repository of technical information, including unpublished or otherwise unreported information, on the development and use of solar energy; and (2) distribute information on various aspects of the development and use of solar energy. Authorizes appropriations to carry out the provisions of this Act.
