Provides, under the Immigration and Nationality Act, that the ceiling on immigrants be raised from 45,000 to 75,000 in the first three quarters of any fiscal year and from 170,000 to 290,000 for the total for any fiscal year.
Redefines "special immigrant" so that the term does not apply only to immigrants from the Western Hemisphere.
Repeals the percentage system of admitting specified immigrants.
