A bill limiting exports of copper, and for other purposes.

Authorizes the Secretary of Commerce to limit exports of copper and copper scrap during any year in which sales of copper are made from the national or supplemental stockpile, or during any period of price controls on these materials when the market price elsewhere in the world significantly exceeds that in the United States.
