Requires broadcast licensees to afford reasonable opportunity after the broadcast of a comedy programs where only one view of a controversial issue of public importance was presented for the presentation of the conflicting view on such issue within the format of the comedy program or series of comedy programs at the time orginal comedy program or series of comedy programs were presented.
