Increases the appropriations amounts authorized under the Small Business Act. Expands the authority of the Small Business Administration to make loans to assist small business concerns in meeting regulatory standards.
Provides for livestock loans and loans for adjustment assistance in base closings under the Small Business Act. Requires the Small Business Administration to, as soon as practicable each calendar year, make a comprehensive annual report to the President, the President of the Senate, and the Speaker of the House of Representatives, including a description of the state of small business in the Nation and the several States, and a description of the operations of the Administration under this chapter.
