A bill to amend title 5, United States Code, to correct inequities in the determination of rates of basic pay in conversions to the general schedule of employees and positions subjects to prevailing rate pay schedules.

Provides, under provisions related to Federal employees rate of basic pay on change of position or type of appointment, that a qualified prevailing rate employee, who within one year prior to specified personnel action was receiving night differential, is entitled to inclusion of such night differential as a part of his basic pay, as a result of conversion to the General Schedule.
