A bill to amend section 203 of the Economic Stabilization Act of 1970 to permit the pass-through of certain cost increase.

Provides, under the Economic Stabilization Act of 1970, that the President, in exercising authority with respect to retail price levels, shall permit the passthrough of all increases in the cost of goods sold or services performed.
