A bill to provide assistance in International Drug Control through the use of trade policy.

States that the President shall embargo trade and investment, public and private, with any nation when he determines that the government of such nation has failed to take adequate steps to prevent narcotic drugs and other controlled substances from entering the United States unlawfully.
