Directs the National Science Foundation, after consultation with the Administrator of the Environmental Protection Agency, to carry out a program of research and demonstration projects designed to develop a capability to conduct continuous monitoring and forecasting of air pollution levels within air quality control regions in which any national primary ambient air quality standard is likely to be frequently exceeded.
States that any implementation plan adopted by any State and submitted to the Administrator of the Environmental Protection Agency may be approved under the Clean Air Act and shall remain in effect, unless the Administrator determines that such implementation is inconsistent with the Clean Air Act.
