Joint resolution to authorize the President to issue a proclamation designating the month of May of each year as National Small Business Month.

Authorizes the President to issue a proclamation: (1) designating the month of May of each year as "National Small Business Month"; and (2) inviting the Governors of the States, the chief officials of local governments, and the people of the United States to observe such week with appropriate ceremonies and activities.
