Provides that commuter bus and rail transit operations conducted wholly within a single State and operated by a State transportation authority shall be subject to regulation solely as provided by the law of that State.
States that when the law of the State does not provide for the regulation of all or any part of commuter bus and rail transit operations, applicable Federal law shall continue to apply.
