Joint resolution designating certain election days as legal public holidays, and for other purposes.

Designates as a legal public holiday, Election Day, the first Tuesday after the first Monday in November in 1974, and in every second year thereafter.

States that if, under the law of any State, the candidate of a political party for election to the Senate or to the House of Representatives is determined by a primary election or convention conducted by that party, the primary election or convention shall be held at any time during the period beginning on the first day of August and ending on the last day of September.

Provides that any political party which nominates its candidate for election to the office of President by national nominating convention shall hold that convention beginning in the month of September of the year in which the President and Vice President are elected.

Establishes uniform opening and closing times for polling places throughout the United States for appointment of the electors of the President and Vice President as follows: 9 o'clock antemeridian standard time and 9 o'clock postmeridian standard time in the estern standard time zone; 8 o'clock antemeridian standard time and 8 o'clock postmeridian standard time in the central standard tiem zone; 7 o'clock antemeridian standard time and 7 o'clock postmeridian standard time in the Pacific standard time zone.
