Joint resolution to amend the Constitution to provide for representation of the District of Columbia in the House of Representatives in which the District would be entitled if it were a State.

Constitutional Amendment - Provides that the people of the District of Columbia shall elect the number of Representatives in Congress to which the District would be entitled if it were a State.

Requires each Representative elected under this article to be an inhabitant of the District and to possess the qualifications relating to age and citizenship that are required by this Constitution for a Representative elected from a State.

Provides that each Representative elected under this article shall have the same rights, privileges, and obligations of a Representative elected from a State.

Provides that this article shall have no effect on the provision made in the twenty-third article of amendment to this Constitution for determining the number of electors for President and Vice President to be appointed for the District.

Gives the Congress the power to implement this article by appropriate legislation.
