Joint resolution to authorize a reduction in U.S. troop levels overseas.

Expresses the sense of Congress that the contingent of United States troops and military and civilian support elements stationed overseas be reduced by two-thirds, such reduction to be accomplished in stages over the next two years, with those troops brought home to be demobilized within one year of returning to the United States.
