Constitutional Amendment - Provides that, whenever the Congress may determine that the President has lost the confidence of the people to so great an extent that he can no longer effectively perform his responsibilities, the Congress may by law provide that the term of the President and Vice President shall end on a date certain before the expiration of the four-year term and may by law provide for a special election for the Presidency and the Vice Presidency.
Provides that, unless the incumbent President or Vice President shall have been impeached and removed from office, they shall be eligible to seek election.
