Joint resolution proposing an amendment to the Constitution of the United States to provide 4-year terms for Members of the House of Representatives.

Constitutional Amendment - Provides that the terms of Representatives shall be four years and shall commence at noon on the 3rd day of January of the second year after the year of the regular term of the President is to begin.

Provides that no Member of a House of Congress shall be eligible for election as a Member of the other House for a term which is to begin before the expiration of the term of the office held by him unless, at least thirty days prior to such election, he shall have submitted a resignation from such office which shall become effective no later than the beginning of such term.
