Joint resolution proposing an amendment to the Constitution relating to the term of office of Members of the House of Representatives and the eligibility of such Members to be elected to the Senate.

Constitutional Amendment - Provides that Members of the House of Representatives shall be chosen every fourth year.

Prohibits a Member of the House of Representatives from being a candidate for election as a Senator for a six-year term which is to begin before the expiration of the term of the office held by him unless, at least ninety days prior to such election, the Member shall have submitted a resignation from such office which shall become effective no later than the beginning of such term.
